US hires 'fake' Soviet weapons experts

A plan drawn by Washington to divert Soviet Union weapons technology away from other countries has proven to be no more than a US scam.

The US Department of Energy had set up a program after the fall of the USSR to keep newly impoverished Soviet scientists from immigrating to wealthy countries hostile to the United States.

Although the US considered the program to be a triumph, a congressional investigation found that scientists had been employed who were not really weapons experts or are too young to have been working in Soviet nuclear arms program.

The investigation also raised questions about the program's $30 million budget this year, saying it might be indirectly helping the Russia-Iran nuclear fuel deal.

The scam has deeply worried members of Congress, who believe the program may have outlived its usefulness as Russia's circumstances have changed.

According to the New York Times, nearly $309 million has been spent on the program since its inception in 1994.
